Background

In June 2013, southern Alberta experienced one of the most significant flood events in Canadian history. Heavy rainfall across the Rocky Mountains and foothills caused the Bow and Elbow Rivers to rise rapidly.In Calgary:- Over 100,000 people were evacuated- Major infrastructure was damaged- Entire neighbourhoods along the Elbow River flooded- Following the event, the Government of Alberta began a long-term flood mitigation strategy.As part of that strategy:- 17 properties in high-risk areas were purchased by the province- Major upstream flood mitigation projects have significantly reduced the flood risk for these properties.- Six parcels are now being offered for sale

SR1 Flood Mitigation

The Springbank Off-Stream Reservoir (SR1) is a major flood mitigation project designed to protect Calgary from future flooding along the Elbow River. The community of Roxboro is now protected to about a 1-in-200 year flood level for overland flooding.Key facts:- Located west of Calgary in Springbank
- Designed to temporarily store floodwater during extreme rainfall events
- Reduces downstream flood risk to Calgary communities
- During major storms, water from the Elbow River can be diverted into the reservoir where it is safely stored and later released once river levels decline.
- Subject to the City Of Calgary adopting new provincial flood maps, the lots being offered will no longer considered to be in the floodway. Updated flood maps moved these lots out of the 'Floodway' and will be proposed to be 'Groundwater Flood Fringe'.
- The project is a central component of Alberta’s flood mitigation strategy.

Property & DevelopmentWhat type of home can be built on these lots?
These parcels are designated for residential development. Buyers should confirm allowable building forms, setbacks, and design requirements with the City Of Calgary. Each of these lots has registered on title a restrictive covenant that restricts development to one dwelling house for each 50' of lot frontage. Owners in the area have informed the Government of Alberta of their intent to enforce these covenants. Land title certificates will be made available to interested parties.
Are there architectural controls or design guidelines?
Certain development restrictions may apply to preserve the character of the river corridor and ensure appropriate building standards. Buyers shall review any restrictive covenants and municipal land use regulations prior to submitting an offer.
Are there special considerations on what may be built on these lots?
If the City of Calgary approves upcoming bylaw changes, future homes may need (i) waterproof basement foundations, (ii) elevated mechanical/electrical systems, (iii) sewer backflow valves, (iv) proper drainage, and (v) 6M setback from the floodway boundary. The City of Calgary may have additional contextual setback requirements that also apply.

Following the 2013 Calgary flood, the Province purchased a number of properties along the Elbow River as part of a flood mitigation strategy. Certain parcels are now being released for private ownership.
What does SR1 stand for?
SR1 is the acronym for Springbank Reservoir, also known as the Springbank Off-Stream Reservoir. With the Springbank Reservoir now complete, operation and operating alongside the Glenmore Reservoir to store and control floodwater. Areas along the elbow river are significantly more protected. Overall, Calgary has reduced the flood risk by roughly 70% since 2013.

The Springbank Off-Stream Reservoir is a major flood mitigation project designed to reduce flood risk along the Elbow River and protect Calgary communities downstream.
Can I obtain property insurance for homes built here?
Insurance availability and coverage levels vary by provider and individual property characteristics. Buyers are encouraged to consult an insurance professional prior to purchasing.
How is Flood Fringe defined?
Flood Fringe is the classification that takes into consideration the flood protection (barriers, SR1) and groundwater risk for land during a major event like a 1-in-100 or 1-in-200 year flood. Floodwaters would be expected to be slower, shallower and less destructive than floodway areas.
When was Roxboro assessed as flood fringe?
The flood assessments, studies, modelling and mitigation conducted by the City and Province since 2013 have informed updated maps in 2023 with additional updates in 2025. The reclassification of Roxboro was largely a result of SR1 flood mitigation, groundwater risk and updated data. The city of calgary is finalizing regulatory adoption through 2026.
What is the Bow and Elbow River Flood Study conducted by the Province of Alberta?The Bow and Elbow River Flood Study assesses and identifies river-related hazards along 72 km of the Bow River and 66 km of the Elbow River, as well as 1 km of Bragg Creek and 7 km of Lott Creek....The study was completed between July 2017 and May 2025, and was finalized on May 15, 2025.

Purchase ProcessHow are offers submitted?
Offers must be submitted using the provided Alberta Residential Land Purchase Contract and are subject to review by the Province of Alberta. Buyers with agents will have access to the documents through the MLS system. Unrepresented buyers will be provided a purchase package through the Listing agents, Dennis Plintz and Jeff Jackson, at Century 21 Masters.
Are conditional offers permitted?
The Vendor will evaluate all offers including those that have conditions precedent.
How will offers be evaluated?
The Province will review submitted offers according to its internal evaluation process. Price and terms may both be considered. No offers will be accepted by the Province until after a two week mandatory advertising period has passed.
Can buyers assemble multiple parcels?
